Decide what finished means

Before starting, decide what the work must accomplish. A follow-up email needs a clear reason, useful information, and an easy next step. Once those pieces are present, it is ready to move.

This is not permission to release careless work. It is permission to stop confusing extra polishing with extra value.

Use two standards

Keep the release standard separate from the improvement standard. First ask whether the work is accurate, useful, and ready to do its job. Improve it later using what reality teaches you.
